Program Manager - Senior

PROGRAM MANAGER / TECHNICAL SUBJECT MATTER EXPERT (HITSR-18-1728-W) As part of Bowhead's continuing support for the U.S. Army Corps of Engineers (USACE), we are accepting applications for a Program Manager/Technical SME. This role will support High Performance Computing Integrated Support for the High Performance Computing Modernization Program Offices (HPCMPO) located in Lorton, VA, and Vicksburg MS. As a Program Manager responsibilities include fully integrating, managing, controlling and documenting all phases of the contract requirements. He/She shall be cognizant of the various interrelationships between the different departments / elements of the HPCMP and ensure these are fully considered as the program evolves. Primary point of contact for all events, issues and briefings to the customer. As a Technical Subject Matter Expert, this individual will have business development responsibilities including: opportunity qualification, suggesting teaming arrangements, advance intelligence gathering, strategy development, technical proposal writing and proposal formulation / review. Existing relationships with Government IT customers and industry partners in the DC metro area is preferred. Program Management o Interfaces with all areas affected by the project including customer's end users, computer services, and client services divisions. Defines and assigns project scope and objectives. o Develops detailed work plans, schedules, project estimates, resource plans, and status reports. o Provides senior level technical support in preparing administrative policy and procedures. o Conducts project meetings and is responsible for project tracking including executive summaries weekly. o Situational Awareness Reports (WSAR) and logging all projects, milestones, dependencies, and due dates for the task order assigned. o Ensures adherence to quality standards and reviews project deliverables. o Manages the integration of vendor tasks and tracks and reviews vendor deliverables. o Provides technical and analytical guidance to project team. o Creates and tracks all program Standard of Practice (SOPs) for review and annual update by providing SOP Documentation Report tracking dates (dates completed, updated, and required review dates). o Individual is responsible for budgeting and P&L analysis/reports. o Recommends and takes action to direct the analysis and solutions of problems. Business Development o Develop strategic business relationships and network with key decision makers including customers' senior management. o Research DC metro market Information Technology opportunities and generate new Business for Services contracts to enhance company revenues and profits. o Identify and oversee the implementation of innovative Business development and sales strategies by leveraging Service offerings in Bowhead's horizontal and vertical markets. Master's Degree preferred. o Minimum of twelve (12) years' of experience with at least five (8) years' management experience in an information technology setting similar to the size and scope of the effort describe above. o Requires a minimum of two years' experience in business development and technical writing experience necessary to actively participate in locating and bidding new opportunities. o Large scale program management experience is desired. o Level of responsibility requires individual to respond to customer's urgent inquiries within two (2) hours (must be available within the core business hours). o Military experience preferred (US Army experience, highly desired). o Requires the ability to interface with a diverse group of individuals and/or departments. Must be able to read, write, speak and understand English. o Computer savvy with solid experience using Microsoft Office including Word, PowerPoint, Project, Excel, and Outlook. SECURITY CLEARANCE REQUIRED: Must currently hold an active security clearance at the Top Secret level. May be subject to a Top Secret/SCI clearance. US Citizenship is a requirement at this location.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
