We're hiring an Acquisition Advisor to support our client (Restricted Customer in Springfield VA/Ft. Belvoir) with procuring Infrastructure Services. You'll be responsible for working with the client to advise them on the technical aspects of creating various procurement documents. You will participate in all aspects of the assessment of technical reviews, to include: briefings, conferences, studies, trade analysis, monthly progress reviews, monthly business reviews, contract data deliverables, performance models/simulation trades supporting legacy system and future system performance analysis. In addition, you will help identify the best engineering practices and ensure that they are applied across programs and projects. The ideal person for this role would be someone with an Engineering background that wants to move into an advisory role, or someone with a very strong acquisition background that has helped procure services in the areas of:
- Data Centers
- Desktop Services
- Enterprise Management
Additional Job Responsibilities include but are not limited to the following:
- Collect and apply lessons learned across supported projects, as applicable.
- Support and/or lead various technical meeting and boards, take and distribute minutes, as required.
- Participate in internal and external forums and develop recommendations relating to program direction and guidance.
- Maintain knowledge of current technology and provide advice to the program leads on technology advancements.
- Provide expertise in the integration of multiple contract activities.
- Provide expertise in the management of risks (to include risk identification, quantification, and mitigation).
- Provide expertise in the evaluation of IT service performance processes.
- Review and evaluate proposals and ECPs and provide technical evaluation positions, as required.
- Assist government program lead in monitoring and tracking program schedule, action items and discrepancy reports, create and maintain master schedules of projects.
- Review Agency Enterprise and infrastructure portfolio requirements/documents/plans and other related items as appropriate, for consistency and compliance with the Enterprise documentation.
- Prepare graphics, reports, engineering data and analysis in support of Government directed studies, reviews, conferences and briefings, as required.
- Plan and conduct studies and analyses required to support/identify long-term management and/or technical issues, as required.
- Provide direction/guidance to junior systems engineers supporting efforts.
- Evaluate and report on the performance of assigned junior systems engineers supporting ITEMS efforts.
- Producing Acquisition Artifacts for an Infrastructure Functional Area, either Data Center Services, Enterprise Management Services, or User Facing Services, IC DTE Task Order.
- Lead team meetings and efforts to ensure milestones leading to the release of an RFP for those services desired by the customer.
- Meet with and interact with Agency and Community Stakeholders to ensure capabilities are covered under the PWS, CDRLs, QASP, Transition Plans, and Award Fee Plan
Required
Qualifications:
- Top Secret Clearance with SCI or TS/SCI
- Bachelor's degree in systems engineering or related discipline.
- Familiarity with Agency and mission partner data and architecture systems.
- Understanding of and experience with a managed services approach
- Experience with Pre-Acquisition Activities
Desired Skills:
- 3 to 5 years experience with the current Agency organizational structure, Acquisition policies, and ITIL processes.
- Excellent oral and written communication skills. Ability to communicate and work effectively with other contractors and government civilians.
- Ability to work independently and as a team member under tight deadlines with changing priorities.
- Experience in implementing managed services approach in a multiple service provider environment.
- Advanced degree in systems engineering or related discipline.
- ITIL v3 professional certification. PMP Certification
- Familiarity with IC ITE, GovCloud, IC ITE DTE, IC ITE EMT.Estimated Salary: $20 to $28 per hour based on qualifications.
