o Maintain the current MyNavy Learning (MNL) ecosystem to support training content re-engineering with the incorporation of emerging learning technologies, integrate machine learning content validation pipeline for continuous improvement and continuous delivery, and capture the learner's data for analysis by intelligence algorithm.
o Leverage the MNL-optimized DevSecOps environment.
o Complete various stages of the engineering design, development, testing, evaluation, integration, and fielding of web-based training portals, embedded learning management systems, web-based distributed training technology enablers, mobile hybrid applications, and thousands of hours of Level I-IV learning content for numerous customers throughout the DoD.
o Coordinate, synchronize, lead, & facilitate MNL integration based on functional requirements (e.
g.
, capability software integration, technical standards implementation
enforcement, capability LOE component integration, capability test
evaluation, capability integration with product owner environment, capability configuration management, continual capability functional
technical enhancements, & continual capability technical sustainment.
o Conduct Research, Development, Test, and evaluation (RDT&E) of advanced distributed training technologies, advanced distributed learning technologies, and total Learning Architecture paradigm.
o Coordinate, synchronize, manage, & technically integrate all required aspects of MNL DevSecOps environment (includes the MNL Product Owner and Developers Sandbox, MNL standalone/disconnected laptop, and Developers Oracle Virtual Box).
o Develop new computer software systems and incorporate new technologies in a rapidly growing range of applications.
o Apply the principles and techniques of computer science, engineering, and mathematical analysis to the design, development, testing, and evaluation of the software and systems that enable computers to perform their many applications.
o Analyze users' needs and design, construct, test, and maintain computer applications software, or systems.
o Design and development of many types of software, including software for operating systems and network distribution, and compilers, which convert programs for execution on a computer.
o Solve technical problems that ariseSoftware engineers must possess strong programming skills but are more concerned with developing algorithms and analyzing and solving programming problems than with writing code.
o Complete annual company and customer-required training, as required.
o Complete timesheets daily in an online system according to company policies and procedures.
o Travel up to 10% as required.
o Other duties as assignedQualificationso Master's degree in computer, electrical, electronic engineering, or mathematics with a field of concentration in computer science.

years of professional experience in computer design, software development, or computer networks preferred.
o Experience in one or more of the following:

o Ability to obtain a Secret clearanceKnowledge, Skills, and Abilitieso Ability to pass customer security requirements and maintain Secret clearance throughout the lifecycle of the contract.
o Proficient in Agile Methodology techniques, values, and principles designed to guide and improve how software development teams work together to deliver new applications and updates.
o Proficient in API (or xAPI) specifications for learning technology that makes it possible to collect data about the wide range of experiences a person has (online and offline).
o Ability to present demos and project updates to external stakeholders.
o Experience with project management within Confluence/Gitlab.
o Show comfort with quickly changing priorities, plus highly developed adaptability, and flexibility.
o Advanced working knowledge of computer software applications, including Microsoft Office Suite, Outlook, Excel, and PowerPoint.
o Proficient in programming languages C, C++, and Java, with Fortran.
o Excellent written, verbal, and interpersonal skills are required.
o Ability to determine solutions, using creative approaches, with minimal guidance.
o Ability to interact verbally and in writing with all levels of staff, government personnel, and management on a professional level.
